Questions about base64 encode & decode

Does this handle Unicode correctly?

Yes. Text is converted to UTF-8 bytes before encoding, so emoji, accents, Arabic and CJK characters survive the round trip. A naive implementation that encodes UTF-16 code units would mangle them.

What is URL-safe Base64?

Standard Base64 uses + and / which need escaping inside a URL. The URL-safe variant swaps them for - and _ and drops the padding characters. Turn on the option when the result will travel in a query string.

Why does decoding fail?

The most common reasons are a truncated string, missing padding characters, or characters outside the Base64 alphabet. The error message tells you which one it found.
